Bayview, Norfolk — Homes, Schools & Military Guide
Norfolk's near-beach pocket north of Little Creek Road: Naval Station Norfolk gates in under 15 minutes, and 82% of it sits outside the flood zone.
Living in Bayview
Bayview is a small, quiet neighborhood in Norfolk's Ocean View district, and the first thing to understand about it is that it is near the Chesapeake Bay rather than on it. A separate civic league, Cottage Line, occupies the strip between Bayview and the beach. That one fact drives most of what makes this place interesting. The median was $345,555 in May 2026, up 3.2% year over year (Redfin), moving at 17 days on market with 46% of sales closing above asking. That's the fastest pace of any neighborhood I track on this site. It's also a small market: 41 sales and 28 active listings, so inventory is thin and you need to be ready when something comes up. Roughly two thirds of the housing is detached single-family and the 1950s are the dominant build decade, with 65% of everything predating 1970.
The commute is the headline. Naval Station Norfolk is about 5.5 miles out, and the northern gates put you on base in well under 15 minutes. Most Norfolk neighborhoods route to Gate 3A on Hampton Boulevard, which is more than twice the distance from here. JEB Little Creek is 10 to 25 minutes east via Shore Drive. The Norfolk Naval Shipyard runs 25 to 40 and NAS Oceana is a stretch at 35 to 50. Schools are where you need to look carefully. Bay View Elementary carries a B- on Niche and a 4/10 on GreatSchools. Azalea Gardens Middle is a C and a 3/10. Norview High is a B- on Niche but a 2/10 on GreatSchools, the widest gap between the two systems anywhere on this site. Norview does host the Leadership Center for Science and Engineering magnet, with a 79% graduation rate and 85% reading proficiency against 33% in math. Both rating systems are linked on this page and I'd read both before drawing a conclusion.
On cost, at the $345,555 median a VA loan with nothing down estimates to roughly $2,700 a month with tax and insurance folded in. Unlike Bayside or Western Branch there isn't a meaningful cheaper attached tier to fall back on here, since the neighborhood is two-thirds detached; the lower end of the range means older stock that needs work. What Bayview offers instead is the commute and the flood profile. FEMA maps 82% of the neighborhood as Zone X, minimal hazard, with about 11.5% in Zone AE along the low-lying eastern edge toward Pretty Lake and nothing at all in a VE coastal high-hazard zone. For a neighborhood this close to the Bay, that's genuinely unusual, and it's the main reason the insurance math here beats beachfront Ocean View.

What Life in Bayview Looks Like
The Bayview Recreation Center on Willow Terrace is the neighborhood hub, with a gym, indoor and outdoor basketball, a fitness room and a playground. It also happens to be the City of Norfolk's only pet-friendly emergency shelter, which matters more than it sounds like it should if you've ever tried to evacuate with a dog. The elementary school shares a 9.9-acre park with two playgrounds and ball fields, and Lake Modoc gives you a small passive green space on Chesapeake Boulevard. For the beach you walk or drive a few minutes north into Cottage Line, where the city maintains pedestrian accesses at Sturgis, Beach View, Beaumont, Grove, Cape View and Atlans, plus vehicle accesses at Beaumont, Warwick and Chesapeake. Groceries are on East Little Creek Road about a mile and a half south, or Harris Teeter on West Ocean View at roughly six minutes. Walk Score is 25, which is honest. This is a drive-everywhere neighborhood that happens to be a short walk from the Chesapeake Bay.
Parks & recreation: Bayview Recreation Center, Bayview Elementary park, Lake Modoc, Bay Oaks Park, Community Beach Park, Northside Park
Rental viability (if you PCS out): Sitting between Naval Station Norfolk and Little Creek with sub-15-minute access to the NSN gates, Bayview draws steady military tenant demand and turnover tracks PCS season. About a third of the surrounding housing stock is small-scale multifamily, duplexes and small apartment buildings rather than towers. Frequently Asked Questions About Bayview
Is Bayview a good neighborhood in Norfolk?
For someone stationed at Naval Station Norfolk who wants to be near the water without paying beachfront prices or beachfront insurance, it's a strong fit. You're about 5.5 miles from the base with the northern gates under 15 minutes, the beach is a few minutes' walk north through Cottage Line, and FEMA maps 82% of the neighborhood as minimal flood hazard. The honest tradeoffs are schools and inventory. Norview High rates 2/10 on GreatSchools against a B- on Niche, the widest split I've seen between the two systems, and the middle school rates 3/10. And it's a small market: 41 sales and 28 active listings in May 2026 (Redfin), so you won't have much to choose from at any given moment.
What are homes like in Bayview?
Mostly 1950s detached single-family. About 65% of the surrounding housing stock predates 1970 and the 1950s alone account for roughly a third of it, so this is postwar Norfolk with ranches, cottages and Cape Cods. Two thirds is detached; the remaining third is small-scale multifamily, duplexes and small apartment buildings rather than towers. The median was $345,555 in May 2026 at $222 per square foot, and detached specifically ran $350,000 across 32 sales (Redfin). Homes move fast here: 17 days on market with 46% closing above asking, the quickest pace of any neighborhood on this site. Expect to make decisions quickly.
What schools serve Bayview?
Norfolk Public Schools. Bay View Elementary covers PK-5 with 500 students: B- on Niche, 4/10 on GreatSchools. Azalea Gardens Middle handles 6-8 with 792 students: C on Niche, 3/10 on GreatSchools, and note GreatSchools lists it as Azalea Middle School, same school. Norview High covers 9-12 with 1,593 students: B- on Niche but 2/10 on GreatSchools. That gap is the widest on this site and you should look at both before deciding what it means to you. Norview hosts the Leadership Center for Science and Engineering magnet, graduates 79%, and posts 85% reading proficiency against 33% in math. Both rating systems are linked here. One boundary note: about 82% of Bayview feeds Bay View Elementary and 17% feeds Oceanair, so confirm your specific address with Norfolk Public Schools.
How does BAH factor into buying in Bayview?
The median in Bayview was $345,555 in May 2026 (Redfin), estimating to roughly $2,700 a month on a VA loan with nothing down once you add property tax and insurance. Treat that as a rough figure, not a quote. What you actually pay moves with the rate you lock, your credit, your debt load and whether you're bringing a down payment. Bayview is about two-thirds detached single-family, so there isn't much of a cheaper attached tier to drop into. The lower end of the range, roughly $250,000 to $300,000, generally means older 1950s stock that needs work. BAH is the other half and it's personal to you: it changes by pay grade, dependent status and duty ZIP, and the rates reset every January. Rather than me guessing at your number, look up your exact rate with the DoD BAH calculator (linked in the sidebar) and compare it against the estimate above. If you want a real figure instead of an estimate, I'll put you in touch with a lender who writes VA loans every day.
How far is Bayview from Naval Station Norfolk and JEB Little Creek?
This is the neighborhood's strongest argument. Naval Station Norfolk is about 5.5 miles out and the northern gates put you on base in well under 15 minutes. That matters because most Norfolk neighborhoods route to Gate 3A on Hampton Boulevard, which is more than twice as far from here. JEB Little Creek is 10 to 25 minutes east on Shore Drive, roughly 3.7 miles. The Norfolk Naval Shipyard runs 25 to 40 minutes and the fastest route uses the tolled Downtown Tunnel. NAS Oceana is 35 to 50, which is doable but long. If you're attached to NSN or Little Creek, very few Norfolk neighborhoods beat this on drive time.
Does Bayview flood?
Less than you'd expect for somewhere this close to the Chesapeake Bay, and the FEMA data supports that. About 82% of the neighborhood maps as Zone X, minimal flood hazard. Roughly 11.5% falls in Zone AE, where flood insurance is mandatory on a federally backed mortgage including a VA loan, and that acreage hugs the low-lying eastern edge toward Pretty Lake. None of Bayview is in a VE coastal high-hazard zone. The reason is that Bayview does not actually front the Bay. Cottage Line, a separate civic league, sits between it and the beach and absorbs the coastal exposure. Norfolk's Coastal Storm Risk Management program includes a Phase 2 storm-surge barrier at the Pretty Lake bridge just east of here, though I have not been able to confirm whether that footprint covers any Bayview parcels, so I won't claim it protects them. Check the specific address before you write, and I'll pull the map with you.
