PCS to Little Creek-Fort Story — Essential 2026 Housing Guide

If you just got orders to Joint Expeditionary Base Little Creek-Fort Story, you’re headed to one of the best duty stations on the East Coast. I say that as someone who spent 22 years in the Navy and knows what a good base location looks like. Little Creek sits in the heart of Virginia Beach with the ocean 10 minutes east and Norfolk 20 minutes west. Fort Story, about 10 miles up Shore Drive, sits right on the Chesapeake Bay. Between the two installations, you’ve got nearly 15,000 personnel and over 130 commands — this is a serious base with a family-friendly community around it.

PCS to Little Creek-Fort Story: Where to Live

Most families assigned to Little Creek or Fort Story live off-base in Virginia Beach or Norfolk. On-base housing exists — Fort Story Family Homes has a newer neighborhood called Bayside with 3–4 bedroom layouts — but wait lists run 3–4 months and availability is limited. The good news: the surrounding neighborhoods offer a lot of options at every price point, and your commute from most Virginia Beach locations to Little Creek’s main gate is 10–20 minutes.

Here are the neighborhoods I recommend most often to families PCSing to Little Creek:

Best for Short Commute (Under 10 Minutes)

East Beach / East Ocean View (Norfolk) — Bayfront living, 5-minute drive to Little Creek’s back gate. East Beach is a master-planned New Urbanist community with Charleston-style homes, a marina, and Chesapeake Bay beach access. Homes start around $600K in East Beach proper, but the surrounding East Ocean View area has options in the $300K–$500K range.

Chicks Beach / Shore Drive Corridor — Right along the Bay, directly between Little Creek and Fort Story. A mix of beach cottages, renovated homes, and newer builds. Prices range from $350K to $700K+ depending on water access. The vibe here is laid-back coastal — kayakers, dog walkers, local restaurants.

Best Value for Families (10–20 Minutes)

Kings Grant — A local favorite that doesn’t show up on most relocation lists. Off Little Neck Road, established trees, good lot sizes, well-kept ranchers and colonials. Median prices in the mid-$300Ks. Solid schools and a quick shot to Little Creek via Northampton Boulevard.

Lynnhaven / Great Neck — Family-oriented neighborhoods with good school zoning. Mix of housing styles from the $350K–$500K range. Shopping, restaurants, and the Lynnhaven River are all within a few minutes. About a 15-minute commute to Little Creek.

Kempsville / Red Mill — Farther south (20–25 minutes), but the most inventory in the $350K–$450K range. Newer construction, bigger lots, excellent school districts. This is where I see a lot of E-6/E-7 families land — good value, good neighborhoods, and BAH covers the mortgage comfortably.

2026 BAH Rates for Little Creek-Fort Story

Little Creek falls under the Norfolk, VA BAH zone. The 2026 rates with dependents, according to the Defense Travel Management Office, are:

Pay GradeBAH w/ DependentsComfortable Price Range
E-5$2,430/mo$280,000–$350,000
E-7$2,604/mo$320,000–$400,000
O-3$2,694/mo$340,000–$420,000
O-4$3,054/mo$380,000–$460,000

The “comfortable price range” assumes a VA loan with zero down at roughly 5.75–6.0% interest, including taxes and insurance, where the total monthly housing cost stays at or below BAH. Your mileage varies with credit score, HOA fees, and tax rates — Norfolk’s rates differ from Virginia Beach’s — but this gives you a realistic starting bracket. 2026 BAH rates increased 3.5% over 2025, which helps.

What to Know Before You PCS to Little Creek

A few things I wish someone had told me before my first Hampton Roads PCS. First, traffic on I-264 and the Hampton Roads Bridge-Tunnel can be brutal during rush hour — live on the same side of the water as your base whenever possible. For Little Creek, that means Virginia Beach or the Ocean View area of Norfolk. Don’t buy in Newport News or Hampton thinking the bridge commute is manageable daily.

Second, the Virginia Beach school system is strong across the board, but zoning matters. If schools are a priority, ask about specific attendance zones before making an offer. Third, flood insurance: some areas near the Bay or inland waterways require it. Your lender will flag this, but it’s worth checking FEMA maps early so there are no surprises at closing.

Fourth, don’t overlook the VA loan. Zero down, no PMI, and typically lower rates than conventional financing. If you haven’t used your VA entitlement yet, this is the move that makes the most financial sense for most military buyers.
