Where the shipyard actually is
Naval Shipyard Norfolk isn’t in Norfolk. It’s in Portsmouth, on the western side of the Elizabeth River, and that detail changes your housing search more than people expect. If you’re PCS Naval Shipyard Norfolk in 2026, the first thing I tell you is: stop typing “homes near Norfolk” into Zillow and start looking at the Western Branch side of Chesapeake, Olde Towne Portsmouth, and North Suffolk’s Harbour View.
I’m a Navy SWO turned Realtor, and I’ve placed sailors and shipyard civilians at NNSY into homes from Olde Towne walk-ups to four-bedroom ranches in Greenbrier. The right pick comes down to three things: your tunnel tolerance, your BAH, and what kind of neighborhood you want to come home to.
PCS Naval Shipyard Norfolk — the housing markets that work
Here are the four cities I’d actually consider for a shipyard PCS, with current numbers from the latest Redfin Data Center report:
| City | Median sale price | YoY change | Median DOM | Drive to NNSY |
|---|---|---|---|---|
| Portsmouth | $286,000 | +14.6% | 54 | 5-10 min |
| Chesapeake (Western Branch) | $399,000 | +3.1% | 39 | 15-20 min |
| Suffolk (North Suffolk) | $357,000 | +56.3% | 72 | 20-30 min |
| Norfolk (Berkley/Downtown) | $342,000 | +8.5% | 45 | 15-25 min |
Source: Redfin, period ending February 28, 2026. The Suffolk YoY number is real but reflects a small, fast-growing slice of the market — North Suffolk is the part most shipyard buyers care about.
BAH math for the shipyard MHA
The Norfolk Naval Shipyard sits inside MHA VA298 (Norfolk/Portsmouth), which covers Norfolk, Virginia Beach, Chesapeake, Suffolk, and Portsmouth. So whether you live in Western Branch or Olde Towne, your BAH is the same number. Verified 2026 rates from the DoD spreadsheet:
| Pay grade | With dependents | Without dependents |
|---|---|---|
| E-4 | $2,229 | $1,707 |
| E-5 | $2,430 | $1,908 |
| E-6 | $2,559 | $2,043 |
| E-7 | $2,604 | $2,235 |
| E-8 | $2,661 | $2,463 |
| O-1 | $2,454 | $2,022 |
| O-3 | $2,694 | $2,505 |
| O-4 | $3,054 | $2,601 |
| O-5 | $3,318 | $2,625 |
Quick sanity check: the 30-year fixed mortgage rate sat at 6.38% on March 26, 2026, per the Federal Reserve Economic Data. On a $300,000 VA loan with no down payment, your principal-and-interest is roughly $1,872 a month. Add Portsmouth property tax (about $1.30 per $100 of assessed value) and homeowners insurance, and a typical all-in payment lands around $2,300-$2,500. That fits inside an E-7 with dependents BAH and leaves room.
City-by-city read for shipyard duty
Portsmouth — the shortest commute
Olde Towne Portsmouth puts you 5 minutes from the shipyard’s Gate 9 (or whichever gate your shop uses), and you can walk to the Naval Shipyard Museum on weekends if that’s your thing. Median price in Portsmouth is $286,000, the lowest of the four — and that buys you a 1920s bungalow or a brick ranch in Churchland or Cradock. Western Branch of Chesapeake also borders the shipyard’s industrial side, so the working drive is short.
The trade-off: schools. GreatSchools ratings for Portsmouth Public Schools are a mixed bag. Some Olde Towne families do private or shipyard-zoned magnet options. If schools matter, this is the conversation we have early.
Chesapeake (Western Branch & Deep Creek) — schools and a 20-minute drive
Western Branch is where most of my shipyard families with school-age kids land. The Western Branch High School zone gets strong ratings, and you can find a 4-bed, 2.5-bath in the $400,000-$475,000 range with a yard and a two-car garage. Median Chesapeake price is $399,000, but Western Branch specifically runs slightly higher because it’s a destination zone. Drive to NNSY is 15-20 minutes via the High-Rise Bridge or West Norfolk Bridge — and yes, the bridge openings will eat your day if you’re unlucky.
Greenbrier is also a popular landing spot but adds 10-15 minutes to the commute, so it works better for shipyard civilians on flexible schedules than for sailors with 0500 quarters.
North Suffolk (Harbour View) — newer, family-friendly, longer drive
If you want a newer build with HOA amenities and don’t mind a 25-minute drive, Harbour View and the rest of North Suffolk are the play. Suffolk’s median sits at $357,000, and North Suffolk specifically can range from the $400Ks to $700Ks depending on builder and lot. Schools in the Nansemond River zone trend strong. The downside: I-664 traffic is real, and the Monitor-Merrimac Memorial Bridge-Tunnel is your daily commute companion.
Norfolk (Berkley & Downtown) — urban with the right water crossing
Berkley sits across the South Branch of the Elizabeth River from the shipyard, and the Berkley Bridge connects you in about 10-15 minutes off-peak. Median Norfolk price is $342,000. Berkley specifically runs lower — there are still real values in the $200Ks if you’re willing to put in work. Downtown Norfolk is also viable if you want walkability, but you’ll pay closer to Ghent prices for the privilege.
What I tell every shipyard PCS family
A few things that don’t show up in the listing photos but matter when you’re actually living it:
- Tunnel and bridge timing is your real commute, not the mileage. A 6-mile drive can take 12 minutes at 0530 and 45 minutes at 1630. Drive your potential commute at the actual time you’d be making it before you sign anything.
- Shift work changes the calculation. If you’re on rotating shifts at the shipyard, traffic-pattern stress is bigger than a normal 0700-1500 shop sailor. I push my shift workers toward Portsmouth or Western Branch.
- Flood zones matter on the river side. Olde Towne Portsmouth and parts of Berkley have AE-zone exposure. Get the FEMA flood map ahead of time, not at the inspection. You can pull it free at FEMA’s Map Service Center.
- Dual-military shipyard families have an unusual advantage. If both spouses are E-5 or above, you can stack BAH against a higher purchase price than you might think. I run those numbers in person — there’s no good calculator online for it.
When to start looking
If you’re reporting to NNSY this summer, your house-hunting trip should be in March, April, or early May. The Hampton Roads spring inventory is the deepest of the year, and waiting until you’re checked in usually means scrambling against PCS-season competition. If you’re flexible and reporting in fall or winter, you actually get a quieter market and more negotiating room.
Want a real plan for your PCS to NNSY?
I work with shipyard sailors, civilians, and contractors every quarter. If you want a custom commute analysis, BAH-versus-payment math for your pay grade, and a short list of neighborhoods that fit your family — not a generic relocation packet — let’s talk. You can read my background if you want to know who you’re getting before we hop on the phone. PCS Naval Shipyard Norfolk doesn’t have to be a chaos move; with the right plan, it’s the easiest one in your career.
