PCS to Naval Station Norfolk — 2026 Housing and BAH Guide

If you’re about to PCS to Naval Station Norfolk, you’re heading to the largest naval base in the world — and one of the most active housing markets in Virginia. I PCS’d to Hampton Roads as a Surface Warfare Officer and ended up staying. Now I sell real estate here full-time. This is the ground-level guide I wish someone had handed me before I showed up with a family and a 30-day report date.

PCS to Naval Station Norfolk: what the housing market actually looks like

Norfolk’s median home price sits around $315,000 as of late 2025, according to Redfin’s Norfolk market data. That’s lower than Virginia Beach ($385K) and Chesapeake ($455K), which makes Norfolk one of the more affordable options on the Southside. Homes are averaging about 48 days on market right now — slower than last year’s 37 days — so you have a little more room to breathe than buyers did in 2024.

That said, the neighborhoods closest to base move faster when families PCS to Naval Station Norfolk. Areas like Ghent, Colonial Place, and Larchmont tend to get offers within the first two weeks if they’re priced right. If you want to live within a 10-minute drive of the gate, be ready to act fast once you find something you like.

2026 BAH rates for Naval Station Norfolk

BAH went up 3.5% for Norfolk in 2026, which helps offset some of the price increases we’ve seen over the past two years. Here’s what the 2026 BAH rates look like for the most common ranks PCSing with families:

RankBAH With Dependents (2026)What That Covers
E-5$2,430/mo3BR in Norfolk, parts of Chesapeake
E-6$2,559/mo3BR in most Southside cities
E-7$2,604/mo3-4BR in Chesapeake, Suffolk
O-3$2,694/mo4BR in most Hampton Roads areas
O-4$3,054/mo4BR+ in premium neighborhoods

At an E-5 BAH of $2,430, your VA loan buying power lands you roughly in the $350,000-$380,000 range depending on your rate. That puts most of Norfolk, a good chunk of Chesapeake, and parts of Virginia Beach within reach. An O-3 at $2,694 opens up nearly every neighborhood in Hampton Roads outside of the high-end oceanfront areas.

Where to live near Naval Station Norfolk

Your commute will drive most of this decision. Naval Station Norfolk sits on the northwest corner of Norfolk, right off I-564. Here’s how the main areas break down by drive time and vibe.

Norfolk (5-15 min commute): Ghent is the walkable, artsy neighborhood with restaurants and local shops. Colonial Place has bigger lots and a more established family feel. Larchmont-Edgewater sits right on the water. East Beach is newer construction near the bay. Norfolk median is around $315K, which means your BAH covers a mortgage here with room to spare at most ranks.

Virginia Beach (20-35 min): The Town Center area and Hilltop give you the suburban-with-amenities life. Kempsville and Red Mill are popular with military families for the schools. You’re looking at $385K median, but VA Beach schools are a big draw if you have school-age kids. The commute to NSN goes through the Norfolk-Virginia Beach Expressway and is usually 25-30 minutes outside of rush hour.

Chesapeake (25-40 min): Great Bridge, Greenbrier, and Western Branch are the big family neighborhoods. Bigger lots, newer builds in some areas, and consistently rated schools. The median sits around $455K, but you can find 3-bedroom homes in the $350K-$400K range in Western Branch and Deep Creek. The commute to NSN runs through the Downtown or Midtown Tunnel — budget $80-120/month for tolls with an EZ Pass from VDOT.

On-base housing vs. buying off-base

Naval Station Norfolk has over 4,000 family housing units managed by Lincoln Military Housing. Wait times vary by rank and bedroom entitlement — enlisted families can expect anywhere from a few weeks to 18+ months depending on the neighborhood and size you need. Officers typically have shorter waits but fewer options.

Here’s my honest take after working with dozens of military families: if you’re going to be in Hampton Roads for 3+ years, buying almost always makes more financial sense. With a VA loan, you put zero down, skip PMI, and your BAH covers your mortgage. You build equity instead of handing your entire BAH to privatized housing. When you PCS out, you can sell or rent the property. I’ve had clients who bought at their first duty station and are still collecting rental income five assignments later.

If your orders are for less than two years or you’re unsure about your next move, on-base or renting off-base might be the safer call. But for a standard 3-year tour, the math usually favors buying.

PCS to Naval Station Norfolk timeline: when to start your home search

Most families I work with start looking 60-90 days before their report date. Here’s the rough timeline I recommend:

90 days out: Get your VA loan pre-approval. Talk to a local lender who knows Hampton Roads — not just whatever your current base housing office recommends. I work with several lenders who close VA loans in this market every week. Reach out and I’ll connect you.

60-75 days out: Start your search. I’ll set you up with listings that match your BAH, commute preferences, and must-haves. We can do virtual tours over FaceTime if you can’t fly in early.

45-60 days out: Make offers. In this market, closings take 30-45 days with a VA loan. That means you need to be under contract at least 45 days before you want keys in hand.

30 days out: Close on the house, coordinate your HHG delivery, and set up utilities. If you time it right, you can move straight from TLF into your new place.

What I tell every service member who will PCS to Naval Station Norfolk

Get your EZ Pass set up before you start driving to base. The tunnel tolls between Norfolk, Virginia Beach, and Chesapeake add up. Budget accordingly.

Don’t sleep on Chesapeake and Suffolk just because they’re farther from gate. The housing value per dollar is significantly better, and a 30-minute commute from Chesapeake isn’t bad when you factor in what you save on the purchase price.

Talk to a VA loan specialist early. Not all lenders handle VA loans the same way, and having a lender who knows the local appraisers and title companies makes the process smoother.

And if you’re reading this before you have orders in hand, start your homework now. The more you know about the area before you arrive, the less stressful the whole move becomes.
