Summer PCS Season in Hampton Roads — Your 2026 Game Plan

Every year between May and September, Hampton Roads turns into one giant game of musical chairs. Nearly a million service members and their families PCS nationwide during summer, and this area — home to 15 military installations and roughly 83,000 active duty personnel — absorbs one of the largest shares of that movement. If you’re PCSing to Hampton Roads this summer, you’re competing with thousands of other military families looking for housing at the same time.

I’ve been through PCS moves myself as a Navy Surface Warfare Officer, and I’ve helped dozens of military families buy homes here during peak season. The families who come out ahead aren’t the ones who get lucky — they’re the ones who started early and had a plan. Here’s what that plan should look like for summer 2026.

Why summer PCS season hits Hampton Roads harder than most places

Hampton Roads isn’t just a military town — it’s THE military region on the East Coast. Naval Station Norfolk is the largest naval base in the world. NAS Oceana is the Navy’s master jet base. Langley AFB, Fort Eustis, Dam Neck, Little Creek-Fort Story, and Naval Weapons Station Yorktown all bring service members into the area year-round. When PCS orders drop in spring and everyone needs to be settled by summer, the housing market feels it immediately.

Base housing waitlists get long fast. Off-base rentals fill up. And the homes under $400K that work with BAH? Those get scooped up quickly. PCS move volume was up 12% this spring compared to last year, which means the pressure will be even tighter once May hits.

Start your housing search before you have orders

I know that sounds counterintuitive. But the biggest mistake I see military families make is waiting until orders are in hand to start thinking about housing. By that point, you’ve already lost two to three weeks, and your 90-120 day window is shrinking.

Here’s what you can do right now, even before orders are official:

  • Connect with a local agent (hi, that’s me) who knows the military bases and neighborhoods
  • Get pre-approved for a VA loan — your Certificate of Eligibility can be pulled electronically in the same day
  • Research neighborhoods based on your installation — I have PCS guides for Naval Station Norfolk, NAS Oceana, Langley AFB, Fort Eustis, and others
  • Set up automated listing alerts for your price range and preferred areas

When orders finally drop, you want to be in a position where you already know what you want and you’re already approved. That turns a 60-day scramble into a focused, 30-day execution.

2026 BAH rates and what they mean for your buying power

Your BAH sets the ceiling for what you can comfortably spend on housing. Here’s what the 2026 rates look like for the two Military Housing Areas covering Hampton Roads:

VA298 — Norfolk/Virginia Beach/Chesapeake/Suffolk/Portsmouth (Southside):

  • E-5 with dependents: $2,430/month
  • E-6 with dependents: $2,559/month
  • E-7 with dependents: $2,604/month
  • O-3 with dependents: $2,694/month

VA297 — Hampton/Newport News/Peninsula:

  • E-5 with dependents: $2,274/month
  • E-6 with dependents: $2,421/month
  • E-7 with dependents: $2,439/month
  • O-3 with dependents: $2,475/month

With a VA loan at zero down and current rates, an E-6 with dependents on the Southside can comfortably afford a home in the $350K-$380K range while keeping the monthly payment within BAH. That opens up most of Virginia Beach, Chesapeake, and Suffolk. On the Peninsula, an E-6 is looking at the $320K-$350K range, which covers strong neighborhoods in Newport News and Hampton.

Where to live based on your installation

This is where having a local agent pays off. Hampton Roads is spread across seven cities and two sides of a harbor. Where you buy depends heavily on where you’ll be working every day. Here’s my quick-hit guide:

Naval Station Norfolk: Look at Norfolk neighborhoods like Ghent, Colonial Place, and Larchmont-Edgewater for a short commute. Virginia Beach’s Hilltop area and Chesapeake’s Greenbrier are 20-30 minutes out but offer more space for families.

NAS Oceana / Dam Neck: Virginia Beach is the obvious call — Red Mill, Kempsville, Shadowlawn, and Great Neck keep you close. Chesapeake’s Great Bridge neighborhood is a strong option for families who want more yard and quieter streets.

Langley AFB / Fort Eustis: Hampton and Newport News put you closest. Hilton Village, City Center, and Phoebus in Hampton offer character and value. If you don’t mind a 30-minute commute, some families choose the Southside for the Virginia Beach lifestyle and school options.

Little Creek-Fort Story: Virginia Beach’s Shore Drive corridor and the Oceanfront area keep you close. East Beach in Norfolk is another short-commute option with waterfront living.

5 things to do right now if you’re PCSing this summer

  1. Get pre-approved for your VA loan this week. Not next month. This week. The earlier you lock in your buying power, the faster you can move when you find the right home.
  2. Budget for out-of-pocket PCS costs. The average unreimbursed PCS expense is about $1,900 per move according to Military.com. Have three months of mortgage payments saved as a buffer for closing delays or dual-housing periods.
  3. Connect with a local agent who knows the military side. Not every agent understands VA appraisals, BAH math, or the compressed timeline of a PCS move. You need someone who’s done this before — ideally someone who’s lived it. That’s what I do.
  4. Book temporary lodging early. TLF and local hotels near the bases fill up fast May through August. The DOD covers about 14 days of temporary lodging, but many families need 20+ days to finalize housing. Plan for the gap.
  5. Decide buy vs. rent early. If you’ll be here three years or more, buying almost always makes more financial sense — you build equity, lock in your housing cost, and your VA loan benefit means zero down payment. If your tour is under two years, renting might be the smarter play.

The bottom line for summer 2026 PCS moves

Summer PCS season in Hampton Roads is a sprint. The families who start planning in March and April — before orders even arrive — are the ones who end up in the right home at the right price without the last-minute stress. The ones who wait until June to start looking? They’re settling for whatever’s left or paying above asking to beat out the other five offers.

If you’re getting PCS orders to Hampton Roads this summer, reach out now. I’ll get you set up with a VA loan pre-approval, automated listing alerts for your target neighborhoods, and a plan that fits your report date. I’ve been through PCS moves myself — I know what’s at stake and I know how to make it work.
